Heat pumps represent the core technology in this transition. These systems extract warmth from outdoor air or ground and transfer it indoors for heating, then reverse the process for cooling. Modern heat pumps operate at efficiencies of 300-400 percent, meaning they deliver three to four units of heat for every unit of electricity consumed. Traditional gas furnaces operate at 85-95 percent efficiency by comparison.
The EU targets doubling heat pump installations because the technology addresses three overlapping challenges. First, electrification reduces household reliance on volatile fossil fuel markets. Families in Eastern Europe learned this lesson sharply when Russian gas supplies tightened in 2021-2022. Second, heat pumps pair naturally with renewable electricity grids. Affordability improves through three concrete mechanisms. Government subsidies directly reduce upfront costs. A family heating with gas may spend 1,500 euros yearly; the same home with a heat pump costs 600-800 euros, accounting for higher electricity rates.
